Using mass transit:

From Tokyo take the Joetsu Shinkansen to Nagaoka Station. From Nagaoka Station, take the #7  bus to New Town. The bus will stop at the museum as part of its route.
The bus departs Nagaoka Station at 10:05, 11:05, 13:05, and 15:05. 460 Yen.
Taxi will cost you about 4000 Yen.

By automobile:

Take either the Hokuriku or Kanetsu Expressway to Nagaoka/Niigata. Get off the expressway at the Nagaoka Interchange to Highway 8. Head for Nagaoka New Town. After driving for approximately 1.5 kilometers start watching for a  sign marking the left turn to reach the museum. Take the left at the sign and drive up the hill.
If you are driving from Nagaoka Station, take the Ote-dori to Highway 8. At Highway 8, head for the Nagaoka I.C./Nagaoka New Town. Approximately 1.5 km after the I.C.,you will see signs for the museum. Take the indicated left turn and drive up the hill!
